FUNCTIONS OF THE DIRECTORATE

The functions of the Directorate shall include the following:-

a. The support and emphasize sound technological base as a necessary
requirement for the acquisition of skills and expertise in engineering and
technological services, and the attainment of rapid advances in development.

b. To support and encourage scientific activities and acquisition of production
technologies so as to accelerate the growth and development of small
and medium scale enterprises across all sectors and provide wider
economic opportunities, employment and poverty alleviation.

c. To foster the development and growth of computer and information
technology in the state, particularly at government level and the various
sectors of the economy to enhance efficiency and productivity.

d. To emphasize and encourage the application of appropriate technologies,
within the resources of the state, in improving the living standard of the
citizenry.

e. To purse a policy of development of effective telecommunication
infrastructure in Kogi State.

f. To identify and enlist Local and International cooperation and partners
to support and encourage the development of science and technology
and their applications to areas of development within the State.

g. To undertake a coordinated State-wide promotion initiative for the
development of computer and information technology awareness
aimed at the provision of infrastructure with global internet access
at key selected communities and educational institutions.

h. To support and accelerate the use and teaching of information technology
in schools, colleges and the tertiary institutions, so as to serve as
important skills to increase employment for the educated unemployed.
The Directorate will liaise with the National Information Technology
Development Agency in the establishment of suitable curricula in
information technology for our schools.

i. To establish business and information centres, equipped with the relevant
manpower and infrastructures where business entrepreneurs can obtain
information on global business opportunities.


j. To explore the technology of solar power supply systems and how it can
be employed to provide electricity supply to communities in the State.

k. To computerize the salary payroll system within the State Civil Service
and the Local Governments with a view to minimize; if not completely
eliminate the incidence of ghost workers on the payroll that will
lead to substantial savings in monthly salary bills.

l. To computerize the State Pensions and Revenue Services for efficiency
and improvement in collectible revenue.

m. To provide appropriate training in information technology, including the
use of internet for key government functionaries and the legislature.

n. To explore effective private – public partnership in the development of
technology – based enterprises for the benefit of the citizenry.

o. To liaise with Federal Government Ministries and Agencies in the design
and implementation of Programmes and projects in the field of information
technology.

p. To advise Council on applications of technological innovations in the
running of government business and general economic development
of the State.

q. To recommend to Council and support studies and research projects that
will facilitate the execution of the functions of the Directorate.

r. To carry out effective maintenance of all technology installations resulting
from the functions of the Directorate.

s. To promote the economic potentials of the State to the world, via the
internet with a view to attracting Local and International Investment
for Development.

t. To develop and encourage the use of information technology networks in
the business of governance at the State and Local Government levels.

u. To liaise with mobile communication service providers (GSM) and the
Ministry of Communications with a view to extending telecommunication
service coverage to various parts of the State.

v. To sensitize and emphasize the importance of information technology at
the grassroots level in order to encourage investment from the Local
Governments in this vital tool for development.


w. To take on any other responsibilities as may be assigned by the
Executive Governor of Kogi State.

The achievements of the Directorate for Science and Technology Development:


 

  1. The successful completion of the renovation of Government Science Secondary Schools at Okaba, Dekina, Koton-Karfe, Ogaminana and Egbeda-Ega.

  2. Renovation of blown-off buildings at Community Secondary School, Ojoku.

  3. Provision of Internet Services and Television networks for the New General Hospital, Lokoja

  4. Placement of Kogi State Newspaper “The Graphic” on the Website.
