1.0 INTRODUCTION

Kogi State Agricultural Development Project was established in 1991 under Edit No. 12 following the creation of new states and the bifurcation of the parent ADPs of Kwara and Benue States. It is the major implementing organ of the State’s Agricultural Development Programmes.

1.1 MISSION AND MANDATE

Kogi ADP has the ultimate mission of tapping the abundant agricultural resources of the state to make the state the food basket of the nation. Operating with this determination and within the framework of the broad objectives set out for all ADPs in the country, the programmes of the project are aimed at achieving the following:-
1. Raising the standard of living of the rural populace through increased income from higher agricultural productivity;
2. Reducing drudgery to make farming attractive to the youth to check rural – urban influx;
3. Making Kogi State self sufficient in food production
4. Improving the distribution of farm inputs to farmers and provision of water pumps, tubewells, washbores and canals for small scale irrigation.
Providing rural infrastructure, such as feeder roads, rural markets and portable water supply.
 

 

2.0 MANAGEMENT STRUCTURE
The ADP has an executive committee called Agricultural Development Project Executive Committee (ADPEC) chaired by His Excellency the Executive Governor of Kogi State. Other members include Hon. Commissioner for Agric., Hon Commissioner for Finance, Hon. Commissioner for Commerce, and Secretary to the State Government among others. At the ADP level, the Project Management Unit (PMU) which includes all the sub-programme heads is headed by the Managing Director who is responsible for the day-to-day management of the project. The project has six directors on GL. 16 and Four (4) Zonal Managers on GL. 16.

Apart from its headquarters in Lokoja, Kogi ADP is operational in four zones namely: Zone “A” with Aiyetoro Gbedde as the zonal headquarters, zone “B” with Ayangba as the zonal headquarters, zone “C” with Koton-Karfe as the zonal headquarters and zone “D” with Alloma as the zonal headquarters.

1.3 STAFFING
Kogi ADP total staff strength is about 685, majority of which were deployed from the old States of Kwara and Benue, following the creation of states in 1991.

3. Senior (GL. 12 – 15) = 170

1.4 FUNDING STRUCTURE
Apart from regularly payment of staff salaries and allowances, the state government provides overhead costs through monthly grant/imprest and capital funds in form of counterpart fund to the ADP for the implementation of externally supported programmes such as RTEP and Fadama programmes. The External Donor Agencies are the World Bank, International fund for Agricultural Development (IFAD), Food and Agricultural Organisation (FAO) and African Development Bank (ADB) among others.


2.0 ACHIEVEMENT RECORDED UNDER THE ON-GOING PROGRAMMES

2.1 PRESIDENTIAL INITIATIVE ON RICE PRODUCTION

The objective of the programme is to increase rice production to meet local demand and export. Under the scheme, Federal Government allocated a total of 3,500 Rice-Boxes (R-BOXES) for distribution to farmers in Kogi State at 50% subsidy. The State Government under the leadership of His Excellency Alh. Ibrahim Idris, the Executive Governor of the State paid the 50% balance in addition to 3,500 bags of fertilizers amounting to N18million only. The implication of this is that the 3,500 R-BOXES along with the fertilizers were distributed free of charge to rice farmers in the state.

2.2 NATIONAL SPECIAL PROGRAMME FOR FOOD SECURITY (NSPFS)
This programme is sponsored by the Federal Government of Nigeria and managed under Universal Trust Fund (UTF) by Food & Agricultural Organisation (FAO). The first phase was implemented in three (3) sites in the state. They are Aiyetoro Gbede in the West Senatorial district, Osara in the Central Senatorial district and Agbaduma in the Eastern senatorial district

In this programme, approved funds from FAO/FGN are usually disbursed to the beneficiaries accounts through the APEX executives on modular basis in form of loan. Beneficiaries are expected to pay back the loan which is recycled to other beneficiaries on revolving basis.

Following the successful implementation of the pilot phase, the Federal Government has approved the expansion of the programme from three (3) sites to cover nine sites. These sites are:-

Also, over 1000 hectares of maize/cassava were cultivated at the sites, 1000 broilers, 2,400 crates of eggs, among others.

2.3 SOUTH – SOUTH COOPERATION PROGRAMME
To make the implementation of the NSPFS programme robust, ten Chinese technicians in different areas of agriculture were posted to the state. His Excellency graciously provided a befitting residential accommodation for all the Chinese technicians.

Major breakthrough recorded by the ten Chinese technicians and their ADP counterparts along with participating farmers include:
a) Hatching of 438No day old chicks through local hatchery technology and training of 168Nos farmers on hatchery of day-old-chicks across the State.
b) Hatching of over 15,600 fingerlings at the project headquarters for distribution to interested farmers.
c) Establishment of 3nos fish hatchery centres at Bagana, Alloma and Lokoja respectively.
d) Training of 132No participants on bee keeping from Federal College of Education, Okene and Anglican Diocese of Lokoja.
e) Establishment of 1 small scale feed-mill for production of livestock feeds.
f) Construction of 1no micro-earth dam at Icheke.

2.4 NATIONAL FADAMA DEVELOPMENT PROJECT (NFDP)
Kogi State is presently participating in the NFDP programme sponsored by the ADB. The programme is aimed at ensuring all year round production of high value crops using Community Driven Development (CDD) approach. The overall objective is to increase the income productivity of Fadama farmers through infrastructure development, capacity building, advisory services and environmental management. A total of ten (10) LGAs have been selected for the programme based on their ecological advantage.
Achievements under the Fadama programme include:
a) Formation of 10nos Local Fadama Development Committees (LFDC) in all the participating LGA.

b) Formation of 36nos Fadama Community Associations (FCA)

c) Formation and registration of 800nos Fadama User Groups.

d) Establishment of 3ha sprinkler irrigation scheme.

e) Drilling of 15nos tubewells/wash-bores for small scale irrigation.

f) Preparation of 50ha for farmers engaged in dry season farming.

To compliment the Fadama programme, His Excellency approved the development of the back of River Niger, particularly along Lokoja – Kotonkarfe axis for Fadama farming. A total of 500ha of Fadama land based on ecological advantage have been developed in the following locations: Kotonkarfe, Lokoja, Geregu, Ofoke, Koriko I & II, Abejukolo, Icheke, Bagana, Inye, Odolu/Oforachi, Ichekene, Ejule-ojebe, Aiyetoro and Odo-ere.
 

 

 

2.4 ROOT AND TUBER EXPANSION PROGRAMME (RTEP)
Kogi State is the second largest producer of cassava in Nigeria, producing over 2.84 million metric tones annually, is also implementing the RTEP.

RTEP’s major goal is to facilitate increased production of cassava, yam, potatoes and cocoyam as well as processing and marketing of their products. Concrete achievement recorded under the programme by the ADP includes:

a) Establishment of 40 hectares of cassava, 5 hectares each of yam, sweet potatoe and cocoyam multiplication farms to promote availability of improved planting materials.

b) Supply of 2100 improved cassava cuttings to the 21 LGAs of the State for multiplication and distribution to farmers within the Local Government Area. Also the ADP supplied Dan Muse LGA in Katsina State with over 120 bundles of cassava cuttings in the year 2005.

c) 2nos modern cassava processing centre have been established at Ayangba and Aiyetoro-Gbedde.

d) A total of 25nos similar centres have been proposed for 5 LGAs under the RTEP 2nd Tri-term implementation.

e) A total of 3Nos exhibitions/workshop have been organized to bring processors, end users and equipment fabricators together to accelerate improved processing and marketing of cassava produce.

2.6 BENISEED/GUINEA CORN PROGRAMME
Under the scheme, the State Government purchased and distributed free of charge 1,800 bags of improved sesame seeds and 3,250 bags of improved varieties of guinea corn to farmers to facilitate increased production.

2.7 OTHERS
A total of 2000 litres of assorted agrochemicals were sold to farmers at highly subsidized rate in addition to other farm implements.
 


 

2.8 FISHERY PROGRAMME
The fishery programme of ADP became a child of necessity as the State Governor is Agriculture friendly. Hence on one of his visit to ADP headquarters, he was taken to a mini-hatchery project that impressed him. In his usual humane nature, His Excellency thought about the common masses, especially the youth, in order for them to be gainfully employed to avert social vices in the state, he directed the ADP to train youth throughout the state on fish production.

The training was conducted in the three (3) senatorial districts of the state and about 1000 youth benefited from the training free of charge at government cost.

2.9 PLANTAIN/BANANA PROGRAMME
The State Government being agriculture friendly established plantain/banana plantation in the three senatorial district of the state. The locations are Bagana (Eastern), Idofin (western) and Osara (Central) senatorial districts in collaboration with the National Centre for Genetic Resources and Biotechnology (NACGRAB) to alleviate poverty and create employment amongst the youth.
